Hello! good day to all!

I would like to ask if the president of our subdivision just made a memorandum without the consulting the members or even have a vote to implement it.. is that ok? I think it is like a dictatorship in our subdivision...

thank you!

it depends on what the memo is about. a president doesn't have to consult everything as long as he can show that the board of trustees authorized it.

the memo is about car sticker..
if you don't pay your monthly dues for more than 7 months..
you cannot avail the sticker..

and if you don't have a sticker.. the guard/tanod will not open the gate to your subdivision...you have to open yourself.. is that right?

and we don't have board of trutees.. the only persons that signed that memo is the president and the one who prepared it..

i'd say those are reasonably within his powers.

the association can withdraw services to delinquent members.

Oh.. I see.. Thank You!

But if that association did not registered to house and land use regulatory board, does the memo still have an effect?

if it is not registered, then legally, it has no powers
