I plan to adopt a baby whose biological father just died can I sign on the birth certificate as the father in lieu of the deceased father?

This is with the consent of the biological mother and this would be her 9th baby.

I am a single male.

Yes. Even an unmarried person can adopt.

I mean Atty. can I file Petition for Adoption by myself without being represented by a lawyer because I think I can comply with the requirements for the said petition.

As a rule, only those who are members of the legal profession and in good standing can practice law. There are exceptions though wherein non-lawyers may appear before the court, as those provided in in the Law Student Practice Rule and those who appear as an agent or a friend before a municipal court.

You may be qualified to adopt but it does not necessarily mean that you are qualified to appear before the court and litigate.

Even lawyers are cautioned by this adage "He who is his own lawyer, has a fool for a client".
