Our barangay have 4 new positions appointed by the Punong Barangay on December 1, 2010. But the Sanggunian members is releasing for a resolution requiring them to payback all their salaries from the time of their appointment. When in fact, all that we need is an ordinance to make the creation of the positions legal.
The ordinance that we are representing would not require the sanggunian's approval, as per DILG Legal opinion No. 43 S.2008.
