How to file case in Small Claims Court

Hi, I have a church mate who owes me money. I lent him 2.5M krw or 117,000 php in equivalent today. And that was already a year exactly January 09, 2017. He told me that he will pay when he arrive in the Philippines (We were both working in South Korea but I didn't renewed my contract). He go back here in the country without my knowledge. So I contacted him about his debt to me but he doesn't respond to my chat messages even if he is online for about a week now already. I'm planning to file a case in the Small Claims Court.
My questions are:
1. Where do I file the case. In my hometown (Bulacan) or the defendan't hometown (Santiago City, Isabela)?
2. Where is the jurisdiction in the MTC or RTC?

I hope you guys can help because I'm in need of money.

MTC, it can be your residence or his. you should send a demand letter first via registered mail and then get a certification from the post office that it was received. look up small claims on youtube and the supreme court website
