Arresto Menor

My sister in law found no birth certificate in their local civil regitrar and NSO. She's widow. She's already 57 years old and soon to retire from work. Her son in law wants her to visit Australia but she has no passport. She fears also that she'll be having trouble in claiming her retirement benefits if it requires birth certificate..Can she qualify for late registration? If so, what are the requirements? and if not, what can be the best remedy? PLEASE HELP...

does she have certifications that there is no record? if so, then i believe she can qualify for late registration. there are guidelines in the nso website
