Unpaid Credit Card in Dubai UAE

I have a relative, he was employed in one company in Dubai UAE, after 6 years of employment, he experienced financial reverses as a result of UNPAID CREDIT CARD, because he was unemployed, he decided to go back home here in the Philippines. Now, the credit company/bank in Dubai is now demanding settlement or they will file a ESTAFA case and BOUNCING CHECK case here in the philippines if my relative will not pay in full or in equal monthly payments, which he cannot afford because still jobless.

Can the Dubai Bank file a estafa case and bouncing check  case here in the philippines, even if the checked was executed in Dubai and the unpaid credit card is also in Dubai, can they file such CRIMINAL cases here in the philippines??

What is the applicable law?

Please kindly advice, my relative is deeply troubled and there is nothing i can do because i don't know the applicable laws for this matter..

Hi and hello, wag ka matakot kung wala kang pambayad, may utang din ako sa dubai, loan at credit card, naka insured yung utang natin doon, bumabalik sa kanila yung mga perang di nabayaran, at saka yung bounce check hindi na crime yun sa uae, nabasa ko sa gulf news at khaleej times, naglabas ng kautusan yung hari ng uae na hindi na crime ang bounce check, nakalimutan ko lang kung anong taon inilabas yung kautusan na yun, wag kayo mag alala dahil marami ang may utang sa uae, lahat ng nationality may utang, hahaha
