What is the nature of employment of a Provincial Secretary to a province in the Local Government of the Philippines?

Is it a position coterminous with the Members of the Provincial Council, or is it a permanent-regular job position/plantilla?

I understand the said secretary's duties & responsibilities are mostly based in the Local Government Code & other relative laws or ordinances, but I am curious of what is the nature of his/her employment in the government; whether permanent, casual, or temporary.

I suppouse it can be any Smile

There can be projects.
There can be regular needed jobs and such can be permanent, temporary substituting someone absend (and I suppouse possible it can be time limit contracts too.)
