I have read the RP 9048 concerning the correction of typographical errors.

Situation:
NSO Copy Marriage Certificate name incorrect spelling, That document references Marriage License which has correct name spelling.

The Civil Registrar book Entries (2 of them) correct spelling.

We have gotten 10 IDs/documents from various agencies to prove this is the incorrect name. This for the same civil registrar we were married under. Now we are informed we need to take out a news paper article and higher a lawyer and petition the court. They do not understand it is a typographical error. Yet only the NSO document is incorrect. Registrar book entries (2 of them) are correct. The Marriage license is correct.

It has already cost over 20,000 pesos for all 10 these Id's/documents. Plus travel to parts of the country to get them.

What is the correct law? This can not be correct.
