Arresto Menor

May friend po ako na nagtratrabaho sa isang military base sa southern tagalog region. civilian po sya. isa syang researcher. matagal na syang employed (mga 5 taon na), but casual/contractual pa rin yung status nya.

wala syang problem doon. yung problem nya ay yung 15 days forced leave per quarter na pinapatupad ngayon sa base nila. galing daw yun sa isang circular ng COA. ang purpose is para maka-save ng budget. meron po bang ganoong circular na galing sa COA na na issue ngayong taon or noong mga nakaraang taon? Unfair naman po kasi sa mga contractual.
