LIKE FOR EXAMPLE SIR, IF A SUBORDINATE COMMITTED AN ACT( NEGLECT OF DUTY) WHICH IS SUBJECT TO ADMINISTRATIVE SANCTION BUT WAS NOT PURSUED BY HIS SUPERIOR BECAUSE OF HUMAN CONSIDERATION.... A YEAR LATER CAN THE SUPERIOR, STILL CHARGE HIS SUBORDINATE WITH THE SAME OFFENSE(NEGLECT OF DUTY)?
