What are the legal grounds for a call center to not rehire a returning employee?
If so, what can I do about this?

Given the circumstances below, is an immediate resignation a ground for non-rehire?

I submitted a letter of immediate resignation before I left the company because the program I was working in had pulled out and we were left "floating." I was not given an option to choose where I would like to be transferred to, they just put us to a very technical account where it required advanced skills. I resigned because I had no other choice but to seek career change. I surrendered all company items such as ID, headsets, locker lock etc and I was cleared of all accountabilities. But when I re-applied, they said I was not for re-hire

if you resigned, they have no legal obligation to re-hire you.
