about water service utility

I would like to ask if it still within the scope of water utility provider to include the homeowners fee on their billing statement. I ask the LWUA about it but still haven’t heard there reply.

sometimes the association is the water distributor also, but non payment of assoc dues should not result in suspension of water service.

Atty follow up question regarding this topic, kasi po under kami ng Laguna water, ganito po kasi ang payment namin, gamitin mo or hindi mo gamitin ang tubig mo meron silang base price na P155 sa bawat bahay / commercial bldg na nakabitan nila ng metro, ang tanong ko po ay Legal po ba ang ganitong systema? Kasi parang monopoly system ito eh, at ang mabigat kahit isang patak ng tubig lang ang nagamit mo for the reading period eh obligado kang magbayad ng P155.00.... Di po ba dapat parang sa kuryente, kapag hindi mo ginamit eh wala kang babayaran kahit piso or kung ilan lang ang ginamit mo yun lang ang babayaran mo... salamat po.
