how many hectares of land is subject to carp? does the land owner owning less than what is subject to carp need to get a certificate of exemption? thanks.

The Comprehensive Agrarian Reform Law covers, regardless of tenurial arrangement and commodity produced, all public and private agricultural lands and other lands of the public domain suitable for agriculture. Thus, regardless of the area of your land, it may be subjected to CARP Law, HOWEVER, the landowner have the right of retention (retain ownership) at maximum 5 Hectares. In such a case, if the Department of Agrarian Reform (DAR) will cover your property, you must inform them in writing that you are exercising your right of retention / to retain at maximum 5 hectares of your property.
