Arresto Menor

the property is currently registered in the mother title. registered to 10 persons (siblings), 9 deceased. since there is only one person alive on the title, what is/are the best thing to do by the heirs of the deceased registered owners?

extra judicial settlement? what happens if the remaining registered owner expires?

also, we are currently selling the said property..should we wait for the transaction to materialize to settle everything (property related expenses) to transfer the title to the buyer? some would say that we have to clean the title then registered it to one name (coming from the clan) then transfer it to the buyer....am not sure what they are saying much cheaper process?????
