US citizen to file complaint in the Philippines

Arresto Menor

How can a US citizen still in the US file a barangay complaint for damages against a Filipino? The US citizen does not have a representative in the Philippines and does not want to hire a lawyer to represent her. Also, is it sub juice if she publishes her complaint before she files it at the barangay?
