Here's my question.

A former Filipino citizen owns a property in the Philippines. He became a U.S. citizen after some time. Now, he is selling his property in the Philippines.

Is his U.S. passport and U.S. driver's license valid ID's when he sells his property in the Philippines? Would the Register of Deeds accept this?

What are the requirements/documents needed if this is the case?

I think if he is the owner/seller, the RD does not require his US passport and DL. But the buyer needs them for identification purposes and supporting docs for execution of deed of sales.

My suggestion is search BIR Philippines website for their documents requirements to pay your taxes as seller and owner of the property in the Philippines. As far as the Register of Deeds is concerned, I don't think your ID's are needed, but the notarized Deed of Absolute Sale is needed; I think the Notary Public needs some sort of identification from the persons executing the deed of sale, both seller and buyer. The notary public will not notarize any deeds without the presence of concerned parties. My son, of same citizenship status as you, had a property joined with my other son here in the Philippines. Only a special power of attorney was sent by my u.s. son notarized in the states and authenticated by the philippine embassy in that state, with xerox copies of his u.s. passport and driver's license as attachment. No problem, it was sold. PLEASE NOTE I AM NOT A LAWYER BUT JUST GIVING/SHARING OPINION, EXPERIENCE TO YOU...
