The seller of the lot is requiring us to pay her first before she provides us the Contract to Sell which we need for Loan Application in PAG-IBIG. She is asking us to pay her at least P50,000, otherwise she will not provide us this document. Ganun po ba talaga yun?

try to negotiate that a clause be included that the Contract to sell will be invalid if the pag-ibig denies the loan application. that way she has nothing to fear.
