CONFLICT OF INTEREST

Question is about conflict of interest of a Mayor trying to solve personal-family related Right of Way problem using his status. ROW is titled(heirs of)following subdivision of Mother Title(2m wide).Mayor owns one lot. Other family related lives on other plot but always causing problems(blockage,harassment). Claim to Building official who issued order of corrections(firewall,because no setback,and no permit).Father of Mayor telling them he gives only 1m,not concerned abt title. Registerd letter sent to Mayor asking clarifications but not replying & sending his driver instead calling for conference at his home (with nearby barangay -next to barangay where ROW is- where is wife is the barangay captain...Conflict of interest??What to do??Building official depending on DPWH not Mayor,so why involved as Mayor??Why not replying to registered letter?
