Arresto Menor

Seeking advice. My daughter's father has refused to sign his consent for my daughter to migrate to Australia with me and my partner. The father of my daughter has no parental or custodial responsibility and no involvement in her life. She has never lived with him. He contributes nothing to her life. He is refusing purely out of spite and to make life difficult for me. What do I need to do to resolve this issue? The visa application cannot be processed in this current situation. I have 100% responsibility for my daughter's welfare.
