Arresto Menor

i am going to process my nephews passport for travel but my SPA is last year March 21, 2010 can i still use it to process even though we did not get to use it last year?

i think pwede pa magamit, kasi sa pagkakaalam ko wala namang expiry ang SPA, unless stated, or revoked..
