As the subject implies, they haven't given me yet my BIR and pro-rated 13 month pay. I have done follow-ups once a month and it seems like there is NO progress at all.

I'm not sure if it is eligible for me to file a complaint against my former employer. And if it is, how can I proceed?

Any advice?thanks!

go to Dole and ask for money claims

You can approach DOLE already. call first their hotline to get info on what you need to file your complaint for monetary claims.
