Good day.Hope you can help me.I have a client last year who is a foreigner looking for a condo for rent whom i refer to a friend's friend na may available condo unit that time.My client never meet the owner of the condo the whole duration of the contract ( 6 months )even after they move out.( owner has a broker ).Now that its past due date for the security deposit ( 60k ) to be refunded to my client ( due date is jan.10,2018 ).the owner ignores our calls and messages.we've found out that he was having financial problems.we tried to ask him if he can make a promissory letter or pay it back thru installment basis but still no reply.my client btw is a PWD (wheelchair bound )and cannot communicate well in English.he then ask me to be his representative ( with SPA ).i then tried to file a complaint on behalf of my client in the barangay( ni owner ) but they decline my complaints saying that the SPA is not honored in the barangay nor a foreign national can file a complaint against a filipino citizen in the barangay.The barangay secretary even called someone from DILG.I was really shocked and dumbfounded by their illogical and nonsensical reasons.I left hopeless,confused and frustrated i dont know what to do.Please i need your expert advise.
