Hi, this question is for my dad's sake. 4 years ago my dad had a debt from qatar when he was still working there. A year after we received our visa for US and my dad had to exit from qatar to philippines and is now residing outside the country. Though out of qatar, he still continued paying the debt he had in qatar for a year until his ikama or permit expired. Then a friend advised us that there has been the same cases like of my dad and they didn't repay anymore especially if the permit had expired since the insurance will take over the debt payment and pay the debt owed by my dad. hence, if he still continues to pay for the debt the bank won't be receiving it directly and instead of the bank getting the payment it will be the outsider.  So my dad stopped paying for these.

Now, for his case after 3 years people in the philippines has been haunting him saying he should pay his debt through them or else interpol will be contacted and had him arrested. My dad contacted his agency before with regards to the debt but the original agency didn't say anything negative about it and doesn't even know about it. Hence, these said people that contacted us are threatening my dad for imprisonment and they kept disturbing him. can they actually collaborate with interpol about it? and Can these Filipinos do really have the authority to ask money from my dad.

p.s. they have been contacting us through facebook messenger kept asking about my dad's whereabouts. i really want to give peace with this matter.

It is untrue that his debts in Qatar will disappear since his iqama has already expired. So it is true that he still has an outstanding debt in Qatar.

Regarding the people contacting him, this is most probably collection agency hired by the bank to chase him for payment. the bank has legal right to employ collection agency from the Philippines to try and collect the debt from him.

As for the threat of imprisonment, in the Philippines, it is not punishable by imprisonment for not paying debts. the best they can sue him is a civil case for collection.

If you want to have peace of mind, then the best thing to do is pay what he owed.

Thanks for that. I know this is not the basis of everything because there should supposed to be papers and legal matters in the particular situation and not just assumptions but one of our thinking is that, like other bank companies, the loaner is paying a portion for insurance while in debt, just in case the loaner is unable to pay for the debt the insurance company will take over the payment and pay for the said debt to the bank. By that it also protects the bank from circumstances like this and also protects the loaner in case of difficulty in paying.

The insurance that is usually paid by the borrower insures THE BANK in the event of default and not the borrower. check the contract of the loan for further clarification.

Also, even if the bank was able to claim the insurance after filling their case, this still does not absolve the borrower from his unpaid debts. the bank can still chase the borrower for payment or sell the debt to collection agencies.
