Arresto Menor

Hi. I'd like to ask how long it will take to get a Certificate of Finality? Annulment decision was released August 29, 2017. Is it true that it will only take 15 days if no appeal from SOLGEN? It's been 4 months and my attorney's reply is always to "wait". Another question, after the Certificate of Finality, how long it will take again for the whole process to get an annotated MC? Can I do it on my own? Thank you in advance
