POEA watchlist (mission critical skills)

i was a former OFW who lost a job and went back in the philippines. i passed a job interview for overseas and a local employment agency will process my papers. during documents screening they found out that my name was under poea watchlist (mission critical skills). 9yrs ago i went awol with my local employer for a job offer abroad. i was not aware of poea memorandum circular no.3 series of 2006 which requires 6 months notice of resignation from a present employer which i failed to comply. i filed an appeal to poea because former employer doesnt want to entertain me for any settlement, but its been almost 9 months since i filed the appeal and poea doesnt have any positive result. what will i do should i get an attorney to ask settlement from my former employer
