Arresto Menor

Ask ko lang po if valid ang marriage ng mag-asawa given the following circumstances:

1. Both paries are legal age
2. Both just signed a document and have it registered wherein thay can get a copy of the certificate of marriage from NSO
3. No ceremony was done, no witnesses and no solemnizing officer is around when they signed the papers.
4. The couple was able to use that marriage certificate to file and get greencard for the wife. In the US all their papers are legal and their status is married.

the marriage is presumed to be valid. but there appears to be basis to have it annulled if it can be proven that there was no ceremony conducted. does their marriage certificate indicate marriage license number?
