Help! I want to transfer my son to a different rehab facility but the current rehab is imposing a Php 350,000.00 penalty

My son is currently in a rehab facility and has been there since March 2016. Ang sister ko po ang nagpasok sa kanya since wala po ako sa Pilipinas. Wala pong kaso ang anak ko, so voluntary po ang pag commit sa kanya sa rehab. Yung rehab center po pinagawan po yata sya ng court order and my son was taken by the rehab staff from our home. It has been more than a year and medyo nagaalangan na po ako sa rehab facility kasi parang walang programa, madalas po pag binibisita namin sya, naabutan namin ang mga residente pati po ang anak ko na nagaalaga and pinagsisilbihan yung may ari po ng rehab.
Gusto ko pong itransfer sa ibang rehab facility ang anak ko kasi po plano ko na rin pong kunin sya sa Pilipinas by next year. Nung namention ko po sa rehab director, ang sabi po sa akin ay pag hindi tinapos ang 30 months program nya, kailangan kong magbayad ng Php 350,000.00 plus an additional Php 20,000 for each month na nagstay ang anak ko sa facility nila (endorsement po ng simbahan namin kaya naka discount). Unfortunately nasa contract po nila yun which I was not able to read thoroughly.
Question po, may possibility po ba na mapull-out ko ang anak ko without having to pay the penalty fee? Sabi po kasi nila mailalabas lang ang residente pag nabayaran ko lahat. Legal po ba na ang rehab program is for 30 months? nabasa ko po kasi sa RA 9165 na maximum of 1 year lang po dapat ang confinement. Please help po.

You are speaking about a voluntary program. Did you go through the court? The law and rules state one year, but that is the period where the dependent is supposed to be evaluated if further treatment is needed. This means that the period could actually be extended.
