Small online firm, do we need a 'local employment permit'?

Hi! We have a small firm. Our services revolves around the internet and all of our clients are foreigners. We do not make sales here in the Philippines. Right now, we have a 3-man team but we are trying to hire more people maybe only until 6 to 7.

We are currently working in a home office in an apartment building but when we started having applicants, our landlady did not like it and she said that we should have a business permit to operate. We do not even have any signage saying that we are offering or selling anything. As I mentioned, it's all online. Mostly about social media marketing.

Do we really need to get a local employment permit for this?
