Is Performance Rating the discretion of employer?

If you were performance-reviewed, and the results were obviously not correct, will you have legal means of questioning the rating; or is this purely employer discretion?

if its subjective yes its the employers discretion, like hard working, good attitude, shows initiative etc. if the metrics are objective like number of sales, pieces produced, attendance. although the level or bar is set by the employer, he cannot change the results
