Good day po.
My sister is a ofw in Dubai, she has a daughter turning 6 this August. Her child using the last name of her father but he and my sister is not married. Is it possible she could bring her daughter abroad without the consent of the father? The father is no longer supporting the kid.

The child is illegitimate. Sole parental authority over the illegitimate child belongs to the mother. So yes.
