How much money involved to be considered as illegal gambling? My friends played tongits outside the house that has a bet of one peso and then the neighbor said he would file a case against them. Are they liable? If yes, how long would be the punishment and how much is the bail?

As long as there is wager, it can be considered gambling regardless of the amount.
