Can a person charged with Section 5 and 11 file a petition for voluntary rehab upon voluntary admission that is also a drug dependent?

Drug addiction is a sickness that requires medical attention through rehabilitation and seeking medical attention is a basic human right.

The charges are for sale and possession, NOT use.

Only those first time offenders charged under Section 15 can be sent to mandatory rehab.
