Arresto Menor

I'm not sure if this is the right place to ask. This is probably the least serious question in this site but is this legal to build here in the Philippines? I'm planning to build one as a hobby: (www).youtube.com/watch?v=t6DE2P2pQrA It's a gun entirely made out of hardened paper except the metal springs and although it can fire, it's significantly weaker than its real counterpart. If I made one just like the one in the video, would I be liable for illegal posession of firearms?
