sorry, could not think of a better topic title.

can i legally prevent visitors from entering our school campus without having to explain to them why they are being refused entry?

we've have a former student whom we strongly suspect of theft. we'd rather be proactive and deny him entry into the campus and avoid trouble.

what i would recommend is that any policy should be written to appear to be applicable to all, and there shouldn't be clear evidence that it is being applied selectively.
