Good day all,
My laptop got damaged by a participant of mine. (I'm an Trainer)
after long email exchange he decided to not pay for damages as he is blaming it was the cables fault that he tripped.
I don't have his address to begin with, I only know he's an OIC - IT admin in a government institution.
All I have right now are :
Incident report with his signature with two witness. (no address sadly)
Official email address of where he work.
His phone number.
I know I need to go to barranggay 1st, and I'm sure we live in separate barranggay. Is it ok to file a barrangay complaint even if I dont have his address?
