YES, as do all investigation of admin. You should be entitled to your pay if your are found to be of TOTALLY no fault.

ie. kung nabigyan ako ng PS nov01 to 30, 2016. At nireklamo ko sa NLRC then tumagal ang case and nagkaroon ng decision Janurary 30 2017.
Ibig sabihin po ba magbabayad si company ng backwages from November 01 2016 til January 30, 2017 kung napatunayan na illegally suspended?
