as long as they do not require you to be there from 5:00 to 8:30, they are only required to pay you from 8:30 pm to 9pm, anything extra is up to their discretion

But how about waiting time? We still have to go back to work even if they dont require us to be there

if you are not asked to be in the vicinity it is not considered waiting time. "broken" schedule is allowed by law. you will only be compensated if hey ask you to wait in or near the premises. but if no restriction then they are not required to pay you
