Dubai Debt Insurance

As i read some of the forum under this site someone advises that all debt made in uae,saudi all arab country they are insured 100t per individual..My question is that insurance amount is per individual or per bank credit.Coz like me i have 3loans different bank, i have 7credit cards different bank also, my loans only 15t and 50t but i paid when im working back then so its not 50t anymore and my credit card are 3t credit limit there is one which is like 15t...how the insurance will work for that..coz this collection agent keep harassing me thru facebook and the debt is already 11yrs now..please give me some infor or advise.thank u very and appreciate your reply.

Per credit card yung insurance not individual.
