Unpaid Credit Card

Hi, i used to have a credot card with BDO and was not able to pay in 2013 due to financially difficulties in the family (mom got sick of cancer a d died the same year and I was the bread winner of the family). I was able to recover from everything and i know have a good salary. I would like to know if i can still settle the debt 3 years ago and how should i proceed with the settlement and clearing from BDo. Reason is that, i was trying to apply for vank loan and i was declined and told itsbecause of the CC. Can i still negotiate a payment dcheme andbe given A clearance once everything has been settled?
