Unpaid Line Load sa Smart Company at Unpaid Credit Card Bill

Good evening po... I am having these delimma now.. I applying a work sa government, I know po na walang nakukulong sa utang pero natatakot pa din po ako dhil last three years, may hnd po ako nabayarang amout sa credit card ko at hnd ko po nbayaran ung last load line ko sa Smart company at nagresign ako then go back sa province ko.. As of now, seperated po ako with one son. Luckly natawgan ako for a job opportunity sa government, after all the requirements neede, sa NBI po nagka-hit ako at pinababalik po ako after 1 week. natatakot po ako ba hnd ako mabigyan ng clearance.. my question are... (1) Can I have a NBI clearence khit amy civil case ako? (2) Mag-aapear po ba sa clearance ang case ko? Please help naman po.. thank you
