Arresto Menor

My property had 2 waterfalls and pools of water which was used for swimming and some household use. The local barangay made a dam upstream and has diverted the flow as a barangay project they will be selling the water to the other local barangays. Now the water only flows after heavy rainfall. In the past the were channeling only some of the water to sell to the same barangay with the stream. Now they have expanded the scope of their project and stopped my flow. Do I have rights to the water? Or can they do whatever they want with the water?
