No COE and Backpay after resignation

Hi Kailangan ko po ng advise.

We had a mass resignation last January 21 pero walang approval at hindi rin dineclined. On our resignation letter nakalagay dun na hanggang February 29 lang kami. Our upper manager didn't give any response. Hanggang dumating yung last day namin so we pressumed that it was our last day since di naman dinecline ung resignation. Then bumalik kami sa office last March 30 para kunin yung COE at back pay namin, but they refused to give.
May laban po ba kami kung irereklamo namin sila sa DOLE?
Additional, wala po kaming contract(both regular and contractual)

ung wife ko po, nagresign 2 years ago. nerecieve nmn po yung letter. pero po kasi, 2 weeks po dyang absent dahil sa maselan n pagbubuntis bago sya magresign. pero pinabalik po siya para magclearance. nagclearance naman po siya. tapos ok naman po... ngayun po, bumalik siya dun para kumuha ng COE. ang sabi sa kanya. its either bibigyan siya ng COE na nakalagay na AWOL or hiundi talaga siya bbigyan. Tama po ba yun?

A COE is a document that can always be demanded by an employee, whether the the latter has resigned, is terminated or when the employer-employee relationship is severed by any reason.

The employer has NO right not to issue a COE. Ang nakalagay lang naman kasi sa COE e yung fact na naging part ng kumpanya si employee mula noong ganitong petsa till sa ganitong petsa. Kaya walang karapatan si employer na hindi ibigay ang inyong COE.
