Regularization and Salary Increase

I am currently working in a Private company as a Product Trainer for six and a half months.  I’m also done with the Performance Evaluation on my fifth month, meaning my Regularization is on process. But my question is why until now, HR was not giving Regularization contract and my salary is not adjusted as well. I already consulted my Manager about this matter and he told me that my salary will be adjusted after I signed the contract. So based on his explanation, I’m not a entitled for salary increase until I signed the regularization contract, It’s just like that until now i'm in probationary period because my salary is still not adjusted. Looking forward for your advice regarding my concern. Thanks!

So ask when the contract will come out.
