Solo Parent ID of couples living together but unmarried

Our company recognizes the Solo Parent Law. However, recently, we receive application for solo parent benefits from employees who in our knowledge are living in with their partners although they are unmarried. One of the employees even recently gave birth to their 3rd child. I know that by the law's definition of the "solo parent", these employees are not qualified. However, local DSWD has issued them their solo parent IDs. I know for a fact that background of applicants are not really checked by the DSWD and just issues the ID freely to any unmarried person with children. In this case, can we as a company deny these employees solo parent benefits?
