Arresto Menor

Hi,

My partner was asking me to marry him, but the problem is, he's still married. They got separated for 13yrs., havent seen each other since then. Just wanna ask if their marriage is still valid though they were not living and seeing each other for a very long time? can my partner get married again?

Please need you advice.
