Hi,

Valid po ba ang certificate to file action kung hindi naman nag hearing sa lupon?

pag hindi naka appear ang respondent for first hearing sa lupon, automatic na ba certificate to file action na?

sa barangay po kasi namin isang linggo palang may certificate to file action na wala pang napag uusapan o hearing...

It should be three times given the opportunity to be heard before issuance. non appearance on the 1st hearing does not mean you can automatically be given the certificate. But, if in the first hearing both the party agreed to just bring the matters to the court, then its allowed to be given the certificate in the first hearing
