Arresto Menor

My husband and I are foster parents to a 2-year-old boy. He was given to us straight from the hospital and we have treated him as if he were our own. We want to legally adopt him now, but the info I get from the Internet is only about how tho adopt a child that that is not yet with you. Please help re step-by-step procedure and requirements. I would really like to know as much before I go to our city hall. Thank you.

In order to address your concern, who are the parents of the child in his birth certificate? Do you know who the real parents are?
