We are starting a Tech Recruiting firm for the local employment. Is it mandatory to get the DOLE License to operate?

We do not charge placement fee, only service fees chargeable to Employers.

That would seem so. There is a list of license private recruitment and placement agencies for local employment from the Bureau of Local Employment.
