how to file a case for a seafarer falsifying documents

Hi I would like to get an advice on how to file for a seafarer who falsified his seaseaman's book and other working experiences certificates.

Here is my case. I had an ex bf who is currently on board. I gave birth to our baby last oct 2014. He was on board when I delivered my daughter. I didnt file yet for a birth certificate because he told me that he will sign on it and I have to wait for him to be off board. He is giving me a monthly allotment to sustain my pregnancy and the baby after delivery.

This january 2015 I found out about his other gf. And when I found out about them he is now denying our daughter. He and his girl told me that I am bothering them because I know that he is a seaman. They said that I am after their money.

This seafarer had borrowed 75k php from me in order for him to falsify his docus and attend his trainings. He even promised me to pay his debt. But now he is denying everything.

I am not planning to file any acknowledgment case for my daughter as I can perfectly finance her. But I would want to file a case against him for falsifying his documents and work experiences certificates As this is the case I know I have concrete evidences because he left me his origin docus.

I dont know where to start filing a case. I heard that I should head to poea or owwa but I have no idea of the how to.

I do hope that you can advice me of the best things to do and the steps on how to file the case and other legal advices in relation to this.
