I’m writing to seek advise but note that I am complaining the barangay and the Barangay Officials we have has the tendency to backfire on the complainant to the point that it’s like bullying or making life worse.

Just last year the Barangay installed CCTV and Megaphone in every streets in our community which is really great for our security. However, to my surprise they make an announce by starting a loud wang wang sound (to get everyone’s attention) every day at 10PM using the Megaphone to announce City Ordinance that minors are not allowed in the street. The post where they installed the CCTV and Megaphone is more or less 5 meters from our house and our room is located in the second floor. The load noise keeps my kids up as they normally go to bed at 9:30PM.

I wrote a letter to the barangay suggesting to make the announcement earlier or even relocate the Megaphone but the response I got…
“Sirens are designed to create a loud noise to alert people, particularly those who are outside that something is now in effect, in our case, curfew. Our sirens are activated by barangay officials and CCTV monitoring personnel who are sacrificing their nighttime personal comforts at home in order to make barangay safer place”

I decided not to reply back because the Chairman already come up with the statement without inviting the complainant which I think should be the correct process. What I did is I raise the concern to Barangay Bureau but nothing happens after a couple of follow ups.
What I wish to happen is to have a proper guidelines on when to use and not to use the Megaphone as it becomes a everyday tool for our barangay to voice out everything including birthdays of barangay officials which is really annoying as it’s not really concerns everyone.
What should I do? Do we have any law on this with guidelines on using CCTV and Megaphone in the barangay?

This really helps us to voice out, not to complain but to have a better life as not everyone understand the Law.
